		<description>One of the recent Home Office produced "Policing Pledge" adverts illustrates the problem clearly. Youths damaging property are shown; then the police turn up and don't go after the culprits but knock on an innocent person's door:

Be interesting to do a FOI request to see which height groups are more likely to report crime :-)

Never heard of smartwater before but wikipedia came to the rescue.</description>
