At the moment, they're just people like you and me except they wear stab vests and carry radios. Once the police start to carry weapons (or it is *assumed* that they're carrying weapons) then people will stop making eye-contact with them. People will find an excuse to cross the road rather than walk past 'this group of armed civilians'. They'll have lost that 'common touch'.
