A capacitor? That should charge pretty quickly, and have a long life. More likely a rechargeable battery that has died, and now won't hold a charge. A most enlightening exchange!

Speaking to me before the West/Central area committee on the 4th of February 2010 Cllr Nimmo-Smith claimed that sometimes things disappear from my website. He cited my paragraph in the above article about his bike lights as something he could no longer find.

He told me he does have a capacitor in his dynamo system. I expect the trip from Manor Community College to Milton Road had been insufficient to charge it.

I can't fathom why councillors are so keen to propagate those ghastly outdoor fitness machines. I have never seen anyone use the one outside Parkside - these stainless steel machines are horribly exposed to passing traffic and pedestrians and the handles are too cold to grip in the winter.
I can't imagine how anyone would possibly use these things as part of a fitness regime. They are just a fob to the health and fitness agenda - actually achieving nothing.
A complete white elephant.
