		<description>Cambridge City Council have &lt;a href="http://www.whatdotheyknow.com/request/standards_for_emergency_bed_and#incoming-16308" rel="nofollow"&gt;responded to my request for details of their standards for Bed and Breakfast accommodation to be used to accommodate homeless people&lt;/a&gt;. 

In essence they state that all their requirements derive from legislation, or codes of practice legislation which requires they consider.  Specifically they require B&#038;Bs used to accommodate homeless people "comply with the relevant standards in relation to condition, management and the sharing of amenities and facilities" relating to Houses in Multiple Occupancy.  This arises from considering the B&#038;B as a person's main residence. 

Where accommodation is going to be temporary (very short term) then a Bed and Breakfast ought not be considered a main residence.  The choice of B&#038;B accommodation for accommodating homeless people ought not be limited to those meeting the stringent requirements for amenities and facilities which apply to licensed Houses in Multiple Occupancy. Safety of B&#038;B accommodation is ensured by other legislation and procedures. I do not accept because public money is paying for accommodation more stringent standards ought be applied than if an individual was spending their own money.  In this case the council's stringent standards are reducing choice, and resulting in poor value for public money. </description>
